Emergency Shelter, Salt Shed Among Capital Projects for FY2014

Northborough asks the town to approve warrant articles for FY2014 capital projects.

Northborough has "relatively few projects" planned for FY2014, according to Town Administrator John Coderre, who detailed the potential capital plans at a recent Board of Selectmen meeting. The town is seeking approval at Town Meeting for capital projects totaling $1.5 million. One investment would go toward the purchase of a new air compressor replacement for air packs for the Fire Department, and another $28,000 is set aside for an emergency trailer. The trailer, said Coderre, would be stocked with cots and ready to shelter up to 100 residents in the case of an emergency. "This was an outgrowth of the emergency planning process," said Coderre. FY2014 Budget: Assessment for Algonquin Higher Than Expected

The assessment from the state for the high school came in higher than expected, but better now than last year.

With more mandates, but shrinking federal funds, town budgets are now more than ever at the mercy of a number of determinants to plan its pending fiscal year budget.  Higher assessments are never met with cheers, but Town Administrator said the higher-than-expected assessment for Algonquin Regional High School came at a relatively good time, considering. "There's no way to dance around it," said Coderre at Monday's Board of Selectmen meeting. "It's [the Algonquin assessment] is up about 10 percent ... 9.98 percent." Admin. on Gov's Budget: 'Not the Earth Shattering Increase We'd Love to See'

Though Deval Patrick's budget proposal shows a slight increase in state aid, those figures can—and often do—change.

Last week, when Gov. Deval Patrick released his proposed $3.4 billion budget, Town Administrator John Coderre said that the $85,000 in local aid to Northborough would essentially mean level funding. Reporting further to the Board of Selectmen this past Monday, he expanded on his analysis, but it varied little, if any, from his inital response last week.  "It appears under the governor's proposal that state aid will increase slightly at about $85,000," said Coderre, "which sounds like a lot of money, but on the scale, it's not the earth shattering increase that we'd love to see."
