Why the Scaffolding Around the Old Town Hall?
Readers wondered, "why is there scaffolding at the old town hall."
One reader, a longtime resident of Northborough, said recently, "For as long as I can remember, there has been scaffolding in front of the old town hall at the center of town (where Zem Han Restaurant sits).
Others have asked, "Why is it there?"
Northborough Patch asked Town Planner Kathy Joubert, who said, "My understanding has always been the owner of the building (Tony Kwan) puts up the scaffolding around the building in the winter to help break the fall of any ice that comes off the roof in the winter."

I wonder why Tony doesn't build something permanent and nice looking that would protect patrons from falling ice? Or would that be the town's responsibility, since the town still owns the building?

When the building was rebuilted after the fire an extra floor was added raising the roof pitch and the snow falls off. The original building never had the snow issue.

I wonder how he gets a certificate of occupancy from the building inspector, if he has to put up scaffolding every winter. You'd think that might be a marginally unsafe situation, no?
